Felix Librero

Dr. Lex Librero is Professor of development communication and education at the U.P. Open University. He holds the rank of Professor 12 at the University of the Philippines.  He obtained his PhD in Instructional Systems Technology from Indiana University.  His cognate areas are in journalism, telecommunications, and business administration.  He has additional training and expertise in the areas of distance education and ICTs for development.  His experience in the last three decades has been in the area of higher education management having been Department Chair, Director of the Institute of Development Communication, Associate Dean of the UPLB College of Agriculture, Dean of the UPOU School for Distance Education, Vice Chancellor for Research and Development and then later as Chancellor for six years of the UP Open University.

Concurrently, Dr. Librero is Member of the Editorial Advisory Board (now in his second 10-year term), The Journal of Development Communication in Kuala Lumpur; Member of the International Advisory Committee of the Asian Mass Communication Research and Information Centre (AMIC), Singapore. He is the Founding Chair of the Board of Trustees and President of the Philippine Society for Distance Learning, Inc., the first and only academic society on distance learning in the Philippines.

Previously, Dr. Librero served as Chief Editor of the Digital Review of Asia Pacific, an international biennial resource book on ICT4D in the Asia Pacific Region; Vice Chair of the Governing Board , SEAMEO Regional Open Learning Center in Jakarta; Member, Technical Panel for distance Education, CHED; Chair, Technical Committee on Transnational Education, CHED;  Consultant with UNESCO, Asian Development Bank (ADB), and Asian Institute of Broadcasting Development (AIBD) in the fields of development communication, community broadcasting.  He was for four years a member of the Executive Board of the Asian Association of Open Universities. He was also recipient of the UP Alumni Association’s 2007 Outstanding Professional Award in the Field of Education, and was Distinguished Alumnus of UPLB in 2003.  He was also awarded the rank of UP Scientist I under the UP Scientific Productivity System from 2006-2008.

He is a member of the Philippine Society for Distance Learning, Inc. (PSDL); Philippine e-Learning Society (PeLS); National Research Council of the Philippines (NRCP); Society for the Advancement of Research (SAR); Gamma Sigma Delta Honor Society for Agriculture (GSD), Philippine Chapter; and the Asian Mass Communication Research and Information Centre (AMIC).
